BILATERAL FOREST PAYMENT + MONITORING
Norway paid Suriname $50M for verified forest conservation (2014-2022) at $5/tCO2e. IAGRO SAT provides the satellite MRV layer that enables next-generation REDD+ at $15/tCO2e via ART TREES standard.
Direct precedent: a Caribbean nation has already been paid $50M for forest conservation. The monitoring infrastructure is the bottleneck — IAGRO SAT solves that.

95% of Suriname Stays Forest — By Legal Design
The zero-deforestation guarantee is not a voluntary pledge — it is baked into the Stichting's founding documents, the Domeinkantoor lease terms, and the IAGRO SAT monitoring contract. Six independent verification layers make deforestation structurally impossible.
LAYER 1
Dual-Epoch Land Classification
Only pixels classified as grassland in BOTH 2015 AND 2020 ESA WorldCover epochs are eligible for activation. Forest pixels from either epoch are permanently locked.
LAYER 2
Ramsar Wetland Exclusion
Copernicus Water Layers mask all wetland pixels. Coastal mangroves and inland water bodies are excluded at the data layer — no human override possible.
LAYER 3
Mangrove Buffer (2 km)
Two-kilometre buffer zone around all mangrove coastlines. Mangroves store 3-5x more carbon than terrestrial forest. Inviolable exclusion zone.
LAYER 4
FPIC Indigenous Mapping
All activation zones mapped against VIDS indigenous territory boundaries. Free, Prior, and Informed Consent required for any zone within 5 km of indigenous land.
LAYER 5
Water Table Screening
Agricultural suitability conditional on water table depth. Shallow water table zones (<80 cm) excluded — prevents acid sulfate soil exposure that destroys coastal productivity.
LAYER 6
Annual IAGRO SAT Monitoring
Sentinel-2 change detection runs monthly. Any deforestation event triggers automatic alert to NIMOS, CDB, and the board. Lease can be terminated immediately.

Staatsoliemaatschappij N.V. (SML) rice polders in Nickerie and Saramacca districts represent existing mechanized irrigation infrastructure built with Dutch development funding in the 1960s-1980s. Estimated 15,000–25,000 ha of polder infrastructure is underutilised or idle, awaiting private operators. The Government of Suriname has been actively seeking agricultural concession partners since 2019.

The Norway-Suriname REDD+ agreement established direct precedent: Suriname's intact forest generates carbon credits payable to the government. At $5/tCO2e (Norway price), $50M was disbursed. ART TREES standard enables $15/tCO2e for verified forest protection — 3x improvement. IAGRO SAT provides the satellite MRV layer that makes this possible.

UNIQUE MONETIZATION: IAGRO SAT EARNS FROM FOREST MONITORING, NOT JUST FARMING
Unlike all other CaribVista countries, Suriname generates REDD+ MRV service revenue for IAGRO SAT alongside the standard agricultural monitoring fee. Forest carbon buyers (Gold Standard, ART TREES, government bilateral agreements) pay for verified satellite monitoring. This creates a second, independent revenue stream that does not depend on agricultural production.

At full scale, the $26/ha/yr rate is at the 20th percentile of comparable full-stack services, reflecting the very large area (95,000 ha) and REDD+ dual-use efficiency. REDD+ MRV contract is priced separately at $2-5/ha/yr of monitored forest, consistent with NICFI Norway carbon market satellite service benchmarks. The IMF EFF program makes GoS actively receptive to agricultural investment proposals that reduce food import dependency.
